You go to the correct RP subforum--in our case, that would either be the private/1x1 subforum of Modern or the same subforum of Fan-based (depending on how prominent the Menewsha setting is, I suppose, and whether staff would qualify that as a "fandom". Technically it is, but I don't think it's quite what Mene meant with it)--create a thread with whatever you want/need in it. Usually, that's the start of the RP, possibly a link to this OOC thread and maybe some short character profiles. Though you'd probably be better off dumping character profiles in this thread. :P

EDIT: Make that Fan-based. Asked Iro, Iro figured fan-based would be best bet.
