It's where you go to trick at the top. When you get enough bones, like too many of the generic bones. you can exchange them to him for other bones.

visit the NPC Trick (you can find a link to him in the Halloween banner), you can exchange bones for other bones or even skeletons (which are used in the event store in place of gold)

You can make a full skeletons at Trick too and use them to purchase event items in the event shop instead of using gold.
