Well it depend. It depend. Most people are leaving them on family's or friend's graves but some leaves those items on graves that doesn't have anything.

All Saints' Day, All Souls' Day, Day of the Dead

...Would there be sugar skulls worn when putting flowers and lights on graves?

There is no sweets, skulls, demons, zombies, angels and other things only graves, lights, flowers and devotions.

I think she's mixing Day of the Dead, originating in Mexico, up with Halloween, they're celebrated around these days.

So, apparently lot of cultures call their festive days around this time Day of the Dead, haha.

I just hear a lot about Sugar Skulls, Mexico and Day of the Dead together...
Possibly Mexico has a different way to celebrate the day
