"Says you," Bucky muttered. "I hate this plan, it's a bad one. I can't trust myself right now."

"No, Luce, I'm just going to use my gold glitter bath melt in your bath tub without telling you," Mavin snarked, rolling her eyes a bit.

"I don't like this plan either, but cooperating is better than continuing to hide in the long run," Steve muttered. "Besides, we're getting help."

Lucy snorted quietly and shook her head. "Uh huh. That's what I thought."

"Still don't like it," Bucky muttered. He forced his hand to relax, though he still managed to break the skin of his palm with his nails.

Mavin grinned a bit. It was always fun snarking with her sister. Then she sighed a bit, glancing back over at the two supersoldiers. "I'm wondering why they sent me here instead of someone with actual authority. You know I'm just a glorified secretary. I shouldn't be here."

"I know, Buck," Steve murmured. "I know." There really wasn't much else he could say to that.

"I know," Lucy murmured. "I've been wondering about that. A test, perhaps?"

Bucky was quiet for a moment.

"The got the book?" he asked finally. No matter what else, he didn't want the red book or trigger sequence directly in the hands of the government. It was just too risky.

"I don't know," Mavin murmured. "Maybe. Though I don't particularly care for being away from home for too long, so if they're trying to test me, I hope I don't have to travel much."

"No," Steve said. "They don't have that." That, at least, he knew for certain.

"No, no, not you," Lucy murmured. "If anything, I think they're testing the Captain."

"Where is it?" Bucky pressed. If they knew where the book was, they might be able to keep it out of the wrong hands.

"Testing him?" Mavin glanced at her sister and then at Rodgers and back. "How do you think?"

"Somewhere safe," Steve told him with a little smile. "With someone I trust."

"To see how well he reacted," Lucy guessed. "To see if he would listen to you, or deal with you. At a guess."

Bucky considered that for a moment, and then nodded. He could accept that, for now.

"Interesting," Mavin murmured.

"Indeed." Lucy was quiet for a moment. "Think we should give them a bit more time?" She glanced at the professor, including him in the question, along with a gentle little mental nudge to get his attention. She'd gotten good at that over the years.

Charles nodded.

"Yes," he said quietly. "Let them settle a little more, first. Best not to confront them with the current situation too quickly."

Lucy nodded and hung back for a little bit.

After a few hours, though, T'Challa at least figured they should start figuring things out.

"Captain," he said, nodding to the two of them. "Barnes. We have matters at hand to discuss, if you feel well enough now." He turned his gaze to Bucky again.

Bucky looked at him for a moment before nodding.

"Alright," he said. "What's going on?"

"I believe the Captain told you some of it, about the UN," T'Challa said, watching him. "Professor Xavier has also volunteered to help remove the Hydra programming, what of it he can."

"What, exactly, does the UN want?" Bucky asked. He wasn't as worried about Xavier; either the man could help him, or he couldn't and Bucky went back under the ice, that was pretty clear-cut to him. The world government was the wildcard.

"A demonstration, to prove that you were truly not in control of yourself," T'Challa answered calmly. He already knew; he'd seen the evidence first-hand.

"I won't agree if any of them try," Bucky said firmly. "Can't trust any of 'em. I won't risk that."

"That is, I believe, part of what is going to be negotiated." T'Challa's gaze flicked to Steve.

Steve nodde. "I wouldn't let any of them do it," he agreed quietly. "Don't trust 'em."

"So then what?" Bucky asked. "We don't trust the government to do anything, and they don't trust us at all either. So how's this going to work?"

"That I believe will have to be a point of negotiation." T'Challa shifted a bit and nodded slightly to Mavin. That was, after all, her job.

Mavin took a breath and then walked over.

"What can I do?" she asked. "The UN isn't going to be very nice about anything, so how can I make things easier?"

Steve hesitated for a moment before he took a breath, steadying himself. "Help us figure out who can actually say the words," he said after a moment. "The UN won't let me do it, and I won't let any of them do it."

"Okay," Mavin said. "Okay." Her mouth moved silently for a few moments as she mentally ran through a list of people and determined whether or not they would be good candidates for the demonstration. After a moment, she shook her head. "I'm not sure I know of anyone right offhand who would be neutral enough for it. Especially not with General Ross foaming at the mouth to get Sergeant Barnes to incriminate himself. Just about everyone with a high enough security clearance is too biased in one way or another."

Steve's eyebrows actually shot up at that. He hadn't been expecting that, not really. Not coming from her anyway.

"He wants Bucky to what?" he asked, because this needed discussion. Definitely.

And maybe a few punches to a certain General's face.

"I don't know anything for sure," Mavin hastened to add. "It's pretty much just something I put together from what I know about General Ross and the situation, but it makes sense that he'd do that."
