Hmm. This is purely speculation on my part, but I think it's more to do with the body type itself.

People who are likely to go out of their way and tan are usually the kind of people with a body that is considered attractive to most people.

I think Sleepy's idea kind of makes sense. Those are usually the 'confident' people, which seems to be a generally more attractive trait.
