Are you going to ask him out, or just say that you like him?

My advice is to ask him on a date. Invite him to the movies this weekend, or something along those lines. That shows that you're willing to make the first step. If all you do is tell him that you like him, you're putting all the pressure on him and that might be a bit awkward for the poor guy.

The sad part about confessions is that once the other party has said something the other is expected to reply---accordingly.

As what most have mentioned 'Hope he feels the same way too' but it doesn't work that way...

I agree with what Knerd said. Be casual. Take your time.

Even if Valentine's Day is so around the corner and it's so amazingly just right for dropping the hint, there are other ways to still make the day count like just simply being with the person. Or something.
