Well, I was thinking... that girl, from other island, you know, Victoria Valentine's cousin or sister or whatever? Maybe we could get her to join us and be all evil. And since she's from elsewhere, she could secure regular shipments of illegal goods and babies.
Of course, I don't know much about her, so this is purely speculative.
