Yep it's my Jacky, but...he seems sad or angry for some reason....
Could it be because the Mayor is dressing like him? Or is it because he can't stand it that someone refuses to see the most loving girl in in the hospital?

The face dosent seem angry to me, he seems depressed. If you want to protray anger, or any emotion a proper alter of the eye would always help. If he was mad, it would be more proper that the arch of the eyebrow be longer than that that is upturned; He, like I said, looks sad, because his eyebrows are in that "Laying on my back" L position, as I like to say.
Other than that, your lines look lovely, and Im sure the colored version is going to look lovely.
As for hands, I could only suggest you look for tutorials on Deviantart.com, there are an amazingly shocking amount of them there, and im sure you'll find what you need to direct yourself to the hand drawing awsomeness that you seek.

I would suggest that you work on your line art. Using line weight in certain areas can really make your art look like there are forms, and really bring the character to life. Make your lines thinner where light is hitting the figure, and thicker where the shadows naturally fall... In your colored picture, it doesn't seem like you addressed your light source that much. I see it is coming from the front, but there is really no value contrast or reflected light. What is the color of your light? How does that affect your shadows?
Sometimes you have to ask yourself some questions before you start coloring something or adding value, in order to strengthen you work.

Are you using a tablet or mouse to do the linework? I tend to ink everything by hand and then scan and color, but your lines look so smooth that I assume it is all digital. I muse agree with Anna, though. A little more line depth would make your character pop. I have a strange love affair with linework! A little more depth would add to the colors as well, but I don't consider myself as a resource on coloring... I hate to color and all my digital stuff comes out so shiny...

I don´t like sad pictures but this is still awesome :)
