I remember that! It was either on the Voices of a Distant Star or A Place Promised in our Early Days disc. I made some people watch the entire DVD just so we could watch She an Her Cat.
Other then that I've seen a few 2-3 episode shows that have already been listed. Dragon Half, The Samurai, Twin Signal, Clamp in Wonderland, Animation Runner Kuromi, Assemble Insert, Munto, ect... (I like looking for and watching older shows with netflix)

I watched the Read or Die OVA, which has 3 episodes.
Other than movies, that's as short as I've gotten.
Hetalia Axis Powers is pretty good.
That has 30 some episodes, but the episodes are 5 minutes long.

Baccano! has become one of my favorites and had a brisk run of 16 episodes.
Tales of Symphonia OVA part 1 had only 4.
Good stuff!

If the shortest series I've seen was Furi Kuri. All the others were movies. In order, those were: The Blood+ movie, Ghost in the shell (the movie, not stand alone complex), and Bleach: Memories of Nobody.

Try anime movies, like paprika.
If its a series you want there was also something called Jing: King of Bandats I thought that was pretty short the box set only has three disk with three to four episodes on it.

Well, I know on YouTube there are some animes that are short. Here's some of them that I've found and/or watched:
Baldr Force EXE (haven't watched but it's only 4 eps)
Black Blood Brothers (haven't watched but it's only 2 eps)
Burst Angel (haven't watched but it's only 4 eps)
The Count of Monte Cristo: Gankutsuou (haven't watched but it's only 4 eps)
Devil May Cry (haven't watched but it's only 2 eps)
Gatchaman (haven't watched but it's only 3 eps)
Glass Fleet (i've seen that and I liked it. it's only 4 eps)
Heat Guy J (haven't watched but it's only 4 eps)
Jinki: Extend (haven't watched but it's only 2 eps)
Kiddy Grade (haven't watched but it's only 4 eps)
Magical Play (haven't watched but it's only 5 eps)
Moon Phase (haven't watched but it's only 4 eps)
Murder Princess (haven't watched but it's ony 1 ep)
Nabari No Ou (haven't watched but it's only 4 eps)
Sasami: Magical Girls Club (haven't watched but it's only 4 eps)
School Rumble (haven't watched but it's ony 4 eps)
School Rumble Extra Class (haven't watched...but from what it looks like you have to watch the School Rumble second Semester before this...this one only has 2 eps)
Shuffle (haven't watched but it's only 4 eps)
Slayers (haven't watched but it's only 4 eps)
Slayers Next (haven't watched but it's only 4 eps)
Suzuka (haven't watched but it's only 4 eps)
These are the only ones that I found at YouTube. There are probably others but I'd have to do a lot of research for them. Some of them you might be into...others you may not. But, here is the list I found.

Anime that are broadcast on TV are usually in sets of 13 episodes -- I think that's the season length in Japan. OVA/OAV's are a good bet for short anime, or actually films. Have you seen Toki wo Kakero Shoujo (The Girl Who Leapt Through Time)? It's amazing. I also recommend Five Centimeters per Second, which is gorgeous, though it's very slow-paced.
