Same way I get the eyeliner, go to the darkest base, I use either pouty or serious lips then change gender.

Or you can get greyish black lips by going to zombie base then swapping gender.

You can get white lips and eyeshadow if you change gender with the white base and your face gets ripped off if you swap gender whilest a corpse.
