It doesn't really matter. She's freaked out because she thinks the health care bill law will mean the government will implant traceable microchips in everybody. Which, um, isn't true at all. The misinterpreted passage isn't even in the bill that was passed. ( Yay, Snopes! And there is linkage to the bill from there, so...)
Anyway, um, have fun! :)

my project is featuring teen depression and suicide. its a series of 3 paintings and this is the largest one. the other two are smaller pictures that we be attached to it on the sides. one is of a girl shooting herself and the other is a zoomed in more graphic picture of the bleeding wrists. yes, I know its scary.

we don't have many recycling bins on campus. only some paper ones in the art room and random bins in class rooms and a bin for aluminum cans in the dining hall that's only open half the time.

Wow. Well, I don't suppose you're in a state with a bottle deposit, are you? Not that that covers all that much, considering, but it kind of puts people in a recycling mindset, I think.

bottle deposit? I recycled all the time at home and my brother's school has more recycling bins for different types of materials than trash cans. (or so he says)

Yeah. In Michigan, for carbonated soft drinks and beer cans and bottles, you pay ten cents per container deposit up front, which you get back when you return them to the store for recycling. In other states it's a nickel a container.

More like getting money back for recycling, but yeah. It really discourages people from throwing out their cans. And encourages other people (who are less well-off), to rescue the deposits from wastebaskets and roadsides.
