I'm not sure, Wings. I think that the code for polls must be tied up with the code for something else, because Moderators can't even delete them - it takes an Administrator to be able to do it. But I can tell you that it annoys the staff as much as it annoys the users, and I'm sure it's on the list of things to improve. :/
