There isn't anywhere to surf on Route 29, that's Route 27.
I know where she used to be on the original silver and gold.
She's just not there...

I found her. She's on Route 29, West of New Bark Town, East of Cherrygrove. She appears approximately 4 steps below the first tree you ever see that you can cut. Not hard to find at all.


EDIT: Strangely enough...

When I talked to her with Arietta, my shining Gardevoir who I utterly spoiled as a Ralts in Pearl, (giving her every Ribbon I could possibly earn her) she only comments on the fact that my Gardevoir has a very nice Shock Ribbon attached.

Then when I swap to Salamence, (Born in Johto from an egg) she introduces herself as Tuscany and gives me a twisted spoon. Go figure.

Further EDIT:

For clarity's sake, I've done just about everything possible on this game that unlocks other things. I've collected 16 Badges, Beaten Red, ect ect. Though I sincerely doubt that has anything to do with whether or not the Day-Siblings appear or not.
