yeah, Declan and Gary are kinda like that for me. They have so many possible outfits with the same couple of themes.

I think it's true that some characters don't deviate much. My Raylen is like that. all black spy mode or totally normal blend in with people mode. but that's not to say he wears the same shirt every day. some people are VERY specific about it. yes, there must be three flowers on the shirt and the one on the pants must have a blue center. o.O

I think Issai and Sahen are the only time we specified a specific outfit for a character. that was a special world though. it was more of their accessories/weapons that could be altered.
