So... I guess I'm going to go ahead and throw out a detailed plot. Feel free to correct if you guys want to add/subtract anything.

It's the year 2041, and after several decades of intense warfare, the world has become a barren wasteland. Any remnants of civilization are ushered into life-sustaining buildings; to leave the building meant wearing heavy radiation gear. Inside these small pockets of life, humanity continued as always. However, a string of murders leads the public to believe the government is behind them. And it's true: two convicted murderers are released from captivity and are allowed to live their lives again - for a certain price.
