I was thinking maybe that the 'sanctuary' would be run by some very successful business people who are also unique or in someway related to people who are unique. What do you think? They could have their own little town underground or something.

Having them want to pass a local law that forces the unique to be registered is good but I think it would be better if people couldn't readily access their data online. More security that way maybe? I like the identification idea. A lot of the unique and the supporters would think it preposterous and dangerous.

Yes, the identification would come with a registration process. Maybe only accessible by police or government officials. Exactly - it's kind of a goal to make it seem like a bizarre or outrageous demand~

I can see it working with just the registration but not the identification tag or something of the like. With the law, I think the unique are going to have to rely on the supporters to sway the government. If the unique were to show up, I think the activists would try to rile them up to cause trouble which will sway the government to their side. Of course, some of the more human looking uniques could still be there and mingle with the crowd. Then there are the less human looking hiding in the shadows. Ooohh...I can see this turning in to some sort of war.

Maybe they're more like unspoken rules and people in power, though nothing official. Kind of like a group accepting as a leader, but they weren't voted into that position? (:

The human looking ones I can really see sliding in and trying to sway the government to their side with those who support them. But pose as supporters.

Let's see...the maximum amount of characters I've ever played in a roleplay are up near seventeen, now, at a time. Still working on the next generation which will give me a good...well. Over twenty. :3 However, if we go over six characters a piece at one time, you won't be getting more than two paragraphs per character, simply because it's hard to keep track of who's who when we get that much in. Unless we color code each person, which I wouldn't be opposed to. :3

Also, I have a few plot ideas you may like. Particularly something that we could incorporate the "General and some kind of assassin" thing. If you're interested, I'll go ahead and tell you. :3
