On the first day of the event I saw that The Mayor was home and posted on his profile comments. But I never received a trade from him.

I think the staff got a bit overloaded with the Trick or Treat thing. I never got mine from Vicky either.

Same with mine from Vicky. But I didn't say anything because I already have her yummy booger cookie from a previous time. <3~

A lot of the NPC's were overwhlemed during the event by the sheer number of trick or treaters, and so they went with a different way of handing out candy.

Oh....... no. o__o;; I didn't even see that to be honest....
