I once got yelled at by a "little person?" when working retail. She wanted capris in winter and we didn't carry them out of season, and it was apparently my fault. :| meh.

You can make proposals for unfinished works, depending on the publishing firm. When I was still trying to find a publisher for The Bend, a large number of them were looking for pieces that were ongoing. This benefits them as a company because it means that if the start of the series is a big hit, they can ride it for awhile. Same holds true for literary work as well as visual. If they like the proposal, they might be in contact with you to see your work in action.
Also, a professor once told me that the best thing you can do as a writer to get feedback is to submit short stories to already existing literary publications. They're good for getting your name out there. Publishers get a million emails a day telling them that they should publish this book or that book, but if they pick up a copy of a literary mag and find someone who is already established as reputable and doesn't necessarily have representation, they're more likely to consider you as a client.

The way it used to be, if you were good enough someone would publish you, but the market changed a little. Now its a matter of how many times a publisher hears your name. xD
