Shi made this same thing all by hand for her boyfriend a long while a go. It works well. Shi used a cloth scarf for the case because it was one less step into making the shape. It was also warmer and fuzzier. And with the right material, not itchy.
You'll still need a bandana for the inside holder, so you can heat up the rice without it exploding.
But it's up to how much you want to pay.

Overall it can cost 2 dollars for 2 bandanas and 2 dollars for 1/2 lb of rice. And some sort of tea leaves that smell nice.
