Items are always released during events unless it's a CI. During that time, they're in the event store at half price, or you can buy them with event currency. There's a user-run event coming up, but other than that, summertime is no-event time. So… Phoenix Jubilee or Celes Paradi in August, September, somewhere in there.

I now remember about the items being released and cheaper during events. That is a good time to save up money for.
