People, those are screen tones.
If you google search screen tones, there are BUNCH of ready made ones.
What I did was just copy, cut and paste it in different layers.

Ah, screen tones. I'm so used to seeing them in black and white only I totally didn't realize they were screen tones in yours. Still looks great though! I find it sort of hard to use screen tones myself, though maybe it's because I haven't found the right ones to use.

Astro Boy? I think they still use the basic shade screen tone though.

Stuff like that yeah. And the more modern ones that shade with watercolours.

There are some more recent mangakas who don't use screen tones too, if I remember correctly the mangaka who draws the Berserk series doesn't seem to use too many of them...though I could be wrong. I don't think Naruto uses many screen tones either, though it's been a while since I last read it so I'm a little fuzzy on its details.

it looks... like screen tone to me...
speed lines is one.
and their heavy line shading for dark colour looks more time effective to use tones.
