It just depends. Pencil skirts are medium length but they ar more well fitted rather then has folds. It has wrinkles instead of folds.

To me I don't make my clothes like such.
Just well fitted. Not too tight not to loose.

I see. I've not tried loose fitting cloths just yet. Mostly tight fit besides a bit of extra fluff in a dress.

Well I thought the same thing really, but I have found that working on much smaller bases helps me improve a lot more than the larger bases do, because you have less room to work with.
I'd likely struggle pretty heavily with a doll that size let alone mene sized.

Medium bases help as well. Just gradually up the
size of the base you work on.

I've read a shading tutorial that explained it and I just can't get the shading right.
It always looks off to me and looks not real at all.

Ah yeah I have that problem a lot... i think the primary thing for me is the folds. Like at the arm and hip area as well as a few other places. I know mark crilley did a good drawing tutorial on how clothing works at one point.

It's understandable to be nervous.
I was too. But you eventually learn to basics the more you practice.
Some of the WIP's i've done look great. I seem to only be good with four color palette.
But usually you should have six or seven.
