the purpose of the auction is to deflate the high prices of items. so what would be the point of holding an auction where a single person would bid +5k or +10k repeatedly? OR if the person bids +1k 10 consecutive times? like the rule said, DEFLATION is what we're after :>

also, i think it's gonna remain that way, that only people without possessing a item from a set, can bid on another item of that set. another goal of the auction is to allow other menewshans to get a hold of these rare items hoarded by offsiters. :>
