I could be wrong but that's my experience.

@Elroy....whenever I fish though, I only get screws, boots or I think TVs is the other one...I don't think I've ever actually gotten a fish. D:

No it's not luck.
It depends on your experience.
You'll start catching fish when you have about 350-400 experience points. ^^

That was fast. So when you start to catch fish, how much do they sell for?

The first fish you'll catch sells for 4 gold.
They get progressively more valuable as you get more experience though.
