I love steampunk :D .
I tend to write based off of my characters, but it is different for everyone. If you are creating a society based off of steampunk, however, then you may want to start by developing that world a bit. What technologies do they have that are similar/different from our own? How do they dress, greet each other, interact? What are their customs? Why have they developed into a society that uses steam power, rather than a different source? What is the landscape/flora/fauna like, and what about the cities?
Spend some time exploring the world and the people who live there, and you may find a few characters from that world who are just itching to be written about.
As for plotting, you want to find an event that happens and forces your characters to act, change, and develop. From an evil dictator bent on taking over the world to the death of a loved one, there are many different ways of adding plot. You need to find what fits for your style, characters, and audience.
