I play ffxi...I love it more than any other mmorpg game. I'm a 75 tarutaru whm on the bahamut server. I will say that the game requires a lot of patience, more than wow and most other mmorpg b/c it is driven by the party system. This means if you want to level a character effectively after lvl 10-12, you need to get in a balanced party w/ the people who are decent players. You also need to do your research on the game and talk to other players and learn from there experiences as there are certain aspects of the game that aren't immediately obvious but such is the way of many ff games. Any way, if you played ffxii then you shouldn't have a problem getting acquainted w/ the system.
Also, I feel like now that the wow momentum has begun to quell, that many old and new players are coming back to the game as I've noticed a lot of low level/ noobs running around needing information on the game and how to act, so no, I don't think this game is dieing, if anything its experiencing some growth. I would however pick one of the bigger servers in the game if you're worried about a thin player population.
