I'm rather... not new per se, but I've come back from a long hiatus and would like to create a middle-to-lower-class victorian steampunk avatar.

As you can see I've already started it, and I like the look but need a background item and a few accessories to make it 'me'.

Can any of you help me by suggesting items? ^^

For steampunk-ey items, try using items from the Phoenix Jubilee 2010 event (commons or rares, it was a very steampunk event).

There are also the Steampunk Headgear and Fleet Commander contribution items.

For the more Victorian side, I'd look at the commons from the Shipwreck ball, like the large panniers and colorful corsets. The set looks a bit like this:



That might look a bit luxurious for the theme you're going for, but I think you could probably use one or two items, like maybe a wig or corset.
