Change your avatar to male base 8, choose the eyes you want, go back to female- you'll have base 1 skin with pseudo eyeliner. you just have to fix your eyebrows and mouth afterwards. xD

I think the only teal (as in teal teal and not atlantis teal) item there was before was the teal glammy coat xD and the teal hair if that counts.
